The wrench cannot use shift+right-click to quickly remove the cable

Short description:
When using shift+right-click with a shield in the off-hand,
the default mode of the wrench does not allow shift+right-click to quickly remove the cable,
and always switches to save the offset, even when the shield is removed.
After re-entering the game, without a shield equipped, the wrench default mode will be able to quickly remove cables.
Steps to reproduce the problem:
- Equip a shield in your off-hand
- With the wrench in default mode, shift+right-click the cable, Mode is switched to save offset
- Removes the shield from the off-hand and switches the wrench to default mode
- Retry shift+right-click the cable, Mode is switched to save offset
- Quit to Title, re-entering the game
- switches the wrench to default mode, shift+right-click the cable, can quickly remove the cable
Expected behaviour:
The wrench can quickly remove the cable normally

But after removing the shield, the wrench still doesn't work properly. The wrench has lost its ability to quickly remove cables
The wrench will not work properly until you return to the title and re-enter the world.
At least the wrench needs to work properly after removing the shield without exiting the game.
When I remove the shield, exit the world and come back in, the wrench does function normally again.

Yes, actually. When I have a shield in my off-hand and try to use the wrench on a cable, the wrench just keeps switching between its modes instead of actually popping off the cable. When I remove the shield, exit the world and come back in, the wrench does function normally again.
It looks to me that although the shield having a higher priority makes sense to some degree, that priority does not take into account the mode switching of the wrench and seems to break it in some way.
