Using an equipped hoe to till ground requires that you manually move the hoe out of the toolbelt into a hotbar slot currently. It would be easier if you could simply press a hotkey to move it into an empty hotbar slot temporarily like create toolboxes, it could either be a wheel menu or individual hotkeys for each tool.
