after disabling toolbelt from player settings, shears stop breaking wool and leaves faster. Leaves will still drop however both item types mine at the same speed as your hand. i have tried to get around this by downloading another mod that adds different types of shears but this bug extends to them as well. When the toolbelt is reenabled and the game is restarted, the shears mine fast once again.
