It really shouldn't be on by default, or at least the setting shouldn't be on the Locked Slots page as that's really unintuitive when the empty slots in the hotbar are not locked. I spent 5 minutes trying to figure out why that happened as there's also no notification or anything indicating that the mod doing it is IPN.
