It's quite random, and I don't know what's causing it.

i had the same problem, i was on a server and changing the config file on the server itself fixed it, and still allowed other people to do it. the problem was that there wasnt a config file for the server, but manually making one and changing true to false was enough to fix the problem

This should be fixed in the 2.0 release or 1.21.4+. There's definitely been an inconsistency on how settings are synced. Closing this for now as fixing older versions would probably not be on the table but let me know if this happens in the new ones
