Actions should be divided more by concept

Currently, nearly all actions taken by the mod are decomposed into click events at a fairly early stage.
While this made sense when all actions had to be done via clicks, with improved server support certain classes of actions can be implemented more directly to avoid strange effects with changes to GUI displays.
Specifically, sorting can be rephrased in terms of 'move to empty slot' and 'swap contents of slots' actions, and drop shortcuts should trigger a drop action directly rather than 'move to slot -999'
