"Max Shadow Distance" should be a per-shaderpack setting

It was mostly added as a band-aid to allow people to stop Sildur's Vibrant Shaders from rendering a ridiculous amount of chunks in the shadow pass. With the new shader config GUI, we now have a sensible place to move it to.
This would allows us to more easily address #834, and also likely address issues where people set their Max Shadow Distance to a certain value and then forget about it.
