FPS dropping to unplayable levels after random time in game

It's been happening for some time, I started using Fabric in 1.19 and it's happening to me since then.

Same issue here on Fabric 1.21, I have an Intel Arc A750. This seems to be an issue with Arc GPUs, and someone else reported it on the Intel Arc issue tracker.
I've noticed that after some amount of time (seems to me about 1hr for me) the FPS starts getting unstable, and drops to around 30 fps, and often only does this while looking in a certain direction. Shortly after that it will suddenly drop to ~5-6 fps. If I turn shaders off at that point it will be less bad, about 20-30 fps, but will have horrible stuttering and still be pretty unplayable.
Also, it seems to get set off when the game stops rendering for a short time, like minimizing the window, entering/exiting fullscreen, going through a portal, or going into a different minecraft world. The framerate drops usually after doing one of those things after the game has been running for a while, but sometimes just randomly starts in the middle of normal gameplay.
