Tall grass is slightly darker at the base when shaders are enabled

What happened?
When I enable shaders, even ones that don't "do" anything. The bottom of tall grass gets a weird darker tone as shown in the screenshots
- Normal, without shaders
- With shader on that changes nothing (BVS all settings off)
