Feature description

Basically as what title says, currently if spell is on cooldown it spams in chat "(spell name) is on cooldown." Which can be bit troubling if trying to keep eye on chat from other people while in combat, and... Generally is bit annoying i guess. Nothing too major, but thought this small change might be nice. Maybe move the spell is on cooldown msg in form of "titles"? If you don't happen to know what i mean, go to Minecraft and paste this in

/title @s actionbar "Test"

I think that would be better than the spam in chat, as it wont flood it if wanting to use spells that are casted more frequently as holding mouse button.

How it improves the player experience

No more spam in chat.
