[Bug] Spells can be Cast in Spectator Mode

Observed behaviour
Spells can be cast in spectator mode, allowing spectators to deal damage to non-spectator players and entities.
Expected behaviour
This should not be possible

Switch into Spectator Mode
Attempt to cast spells
