Observed behaviour

When I click a charged creeper with an empty bottle in survival mode nothing happens and my bottle is gone, but in creative mode it works like expected.

Expected behaviour

When I right click the charged creeper with an empty bottle I should get a Bottle O' Lightning.

Steps to reproduce

1. Right click a charged creeper with an empty bottle
2. Your bottle is suddenly gone and no Bottle O' Lightning is present

I also have a nodurability datapack Which may interfere with that if it uses durability

Anybody know what's going on???
