[Bug] Frostbite can't be casted

Observed behaviour
Try to cast Frostbite from scroll, spellbooks or Boreal Blade.
Expected behaviour
Though there will be a short animation and casting sound, it can't be casted.
Its cooldown time is 0s and maybe it is where the problem is.
Steps to reproduce
- Try to cast Frostbite from scroll, spellbooks or Boreal Blade.
