I don't know how you'd balance around this but if you have a fortune 3 pickaxe with mending you can infinitely mine items like quartz ore, diamond ore and gain massive amounts of EMC quickly. Granted this mod was never about fair balance but idk if this is to OP

In my opinion, stopping players from producing ores should work?

oh of course you'd need a silk touch pick first but not that hard to obtain

also a block of netherite is the same EMC as a single netherite ingot
