Possible reason (not a java dev, sorry if I'm wrong):

import com.anthonyhilyard.legendarytooltips.LegendaryTooltipsConfig;

Should be replaced by:

import com.anthonyhilyard.legendarytooltips.config.LegendaryTooltipsConfig

And so on
