I tried opening the files in notepad and notepad+ and both come back in a bunch of characters that I cant read. IN what program do I open these to change and add items to the backlist? (edit the config)

You are opening the mod's JAR file itself.
You need the config in the config folder, should be item_obliterator.json5.
