Expected Behavior

when i press the "r" keybind with myl pickaxe in hand, i should be able to switch between my axe and shovel that sits in my inventory

Actual Behavior

when a certain tool is in the top left slot of my inventory, it doesn't show up on the tools swap menu like

this is when my shovel is missing and its on the dead spot in my inventory

this is the same example recreated with axe

as you can see here it works as intended when i leave the dead spot alone

also i should add i tried to recreate the issue with oak logs by putting oak planks on the dead spot. the overlay showed the planks with no problem.

Reproduction Steps

1: press the hotkey to open the overlay.
2. tool doesn't show up on the overlay if its on the dead spot of my inventory.

Additional information

im guessing this problem is ocurring because of another mod i got so i understand it might be hard to reproduce so i will provide the rest of my modlist here. but in the end this is just my speuculation and i am not particularly experienced with mods.
