Running minecraft 1.7.10 with your 1.0.4 build i believe it is. the latest release for 1.7.10.
But don't hear the nom nom nom sound when i look up like i did in a 1.10.2 minecraft version.

Is it not in 1.7.10 or could i have a mod messing it up.
Like the audio death mod that creates a resource folder to play the music file on death?

well have narrowed it down to server side but still not sure what the issue is. Run single player it works.
But playing on server it does not play sound effect. And yes config is set for true for sound.
