According to Minecraft Wiki "A shovel can be used to break soil-type materials faster."
But in Version 2.1.4, there's no breaking speed buff when you use a shovel to break a soil-type block like sand, dirt, soul sand. The speed of breaking these block with a shovel are equal to using barehand to punch the block, no matter the shovel's enchantment/material.
