Current Behavior:

• When you right click with an empty hand, they will work as intended.
• When you right click with an ITEM with NO CURRENT INTERACTION (food item when full, any tool), the panel will change states however your arm will not swing, which seems unintended.
• When you right click wit an item WITH a interaction (Any placeable block, snowball, whatever), the item interaction will be prioritized (blocks will be placed, splash potion will be thrown)

This seems unintended. Your arm should always swing, and for blocks which can be interacted with an empty hand in vanilla (GUI blocks like chests), the block interaction should be prioritized over the item interaction.
