It doesn't crush metal ores for whatever reason, but does provide extra gems and dusts from ore blocks.

This is because the original RailCraft crushes metal ores into IC2 stuff.
Perhaps you could first ask the RailCraft Reborn devs to add metal ores -> raw materials recipes?
