The Minecraft client or server must be restarted for changes to the related config options to take effect.

This is caused by my failure to include that option in my hand rolled config system. I am already investigating a switch to using the related built-in forge classes, so this issue is not a top priority at the moment, but will be addressed sooner rather than later.
