[Bug]: jei-mod-id-format.ini not changing format color of modname tooltip

Steps to Reproduce the Bug

  1. Change jei-mod-id-format.ini color from blue to any listed color in the file
  2. Load the game and the color of the tooltip remains blue

Expected Behavior

JEI should change the color of the mod name tooltip shown

Actual Behavior

The color of the mod name tooltip remains blue
