[Bug]: 1.19.4 Fabric version does not give items in cheat mode to surivival player on spigot/purpur (likely any vanilla) server even with /op perms

Steps to Reproduce the Bug

  1. Fresh install via CurseForge launcher and client running only fabric itself and jei-1.19.4-fabric-13.1.0.9.jar
  2. Server running purpur-1.19.4-1968.jar or spigot-1.19.4.jar with no plugins
  3. Player has /op
  4. Ctrl+Click wrench to enable cheat mode
  5. Left click any item

Expected Behavior

Get an item

Actual Behavior

Nothing happens at all, no error, no message, nothing to the server log.

Extra Notes (Optional)

  1. Possibly a parallel version of #2672 that was fixed on the forge version, just now for the fabric side that maybe didn't get fixed. However, using direct connect (directly or after deleting server.dat and restarting client) does not resolve issue.
  2. If player is in creative mode, cheat give works as expected.
  3. If server is switched to fabric-server-mc.1.19.4-loader.0.14.19-launcher.0.11.2.jar and JEI is installed to server, cheat give works as expected even in survival mode. Maybe indicates a server-side config checking issue?
  4. In client's config > jei > world > server > servername, there is no ini/toml to manually enable cheat mode for players with /give as had been seen in earlier versions, and Crayfish's fabric version of Configured is not yet posted to Curseforge for 1.19.4 to test with.
