[Bug]: Custom smithing builder recipes don't show when ingredient count less than 3 in 1.20.1

Expected Behavior

the crossbow item should have smith table like the axe

Actual Behavior

not showing smith label or output when the recipe only have 2 ingredients

it's like #3734 but my item even have no smith label if the recipe only have 2 ingredients... by the way i use datagen to generate recipe and i use air to express the blank in smith recipe. it work well when smithing but i don't know if this cause JEI not show
