[Bug]: Items not appearing in JEI menu in modpacks

Steps to Reproduce the Bug
In a multitude of modpacks, regular items from mods like Create, Iron's Spellbooks, or Tinker's Construct do not appear in the JEI Menu. this modpack seems to consistently be affected: https://www.curseforge.com/minecraft/modpacks/aplacetobe
Expected Behavior
All items that are visible by default to be visible in jei
Actual Behavior
some items that are normally present when single mods are installed are missing
