[Bug]: Cant mine block when crouching, have to mine first THEN crouch

Steps to Reproduce the Bug
Hold Crouch and try to mine block
Expected Behavior
Lets me mine block as normal
Actual Behavior
Trying to mine a block while crouching simply does nothing, zero response. I have to start breaking it first THEN crouch. And when I do it gets locked and keeps mining until I either click again or crouch again.

not JUST crouching, its when holding ANY modifier key i.e. BOTH shifts and BOTH ctrls
but not the alt keys
Having the same issue in Fabric v15.20.0.106
Disabled each mod half at a time and found JEI was the culprit.

Edit: Went thought the mod versions and atleast fabric it seems to of been implemented during v15.18.0.80 and has stuck since then. trying that and 15.18.0.79, 79 didn't have the issue
I think it's to do with likes of mousewheelie since think that's the only mod i used i think that used the amec lib
Has something to do with #3385
