[Bug]: Issue got auto-closed because all information was given

Steps to Reproduce the Bug
- Open an issue
- A second user gives additional info
- both wait for dev to weigh in
- issue gets closed because it was supposedly stale
Expected Behavior
The issue remains open until the bug is fixed.
Actual Behavior
Bug reports get closed with "not planned".
