Steps to Reproduce the Bug

I made a modpack for my friend and I to play and got the server up and running. However, JEI the very important mod for modded items will not display their crafting recipes no matter what I do. I can see their uses in an anvil, furnace, and villager trades. But, no crafting table :C. I've researched for HOURS and cannot find a solution to the matter. I've gone into a single player world before joining the server, I've downloaded other JEI alternative mods, deactivated essentials and supplementeries + a few other mods people say conflicts with JEI on servers, and a couple other thins but none have worked. I really have no idea what to do and it's driving me crazy because how do you play with mods WITHOUT JEI! I've spent over 30 hours getting this modpack to work and setup a server, and I don't want it to all go to waste. Here are the files for anyone who can help, thank you.

Expected Behavior

JEI showing the crafting recipes of modded items on a server.

Actual Behavior

Can't get any crafting recipes for non vanilla items

Update: I just went through each mod individually removing them and JEI still wasn't working properly in the server. I even tried doing past updates of JEI for 1.19.2 and still nothing. Same with all JEI's alternatives (REI and EMI) :(. I did read a thread to go in and alter the code to make it so the server loads modded recipes BEFORE jei is loaded, but I'm not tech savy and have no idea how'd I'd do that or change the server's loading order. If anyone could help, that would be amazing.
