upon loading new chunks with both JEI and NEI (just enough id and not enough ids) does work, but when new chunks are generated, they're just completely empty.

I have the same issue.
When I first started the server I just used NEI and now after I added JEI all the new chunks are empty, but the previously generated chunks seem fine.
This also seems similar if not the same as #151

I have this issue as well. I had a NEID world 1.12.2 and added JEID. Everything else works fine, 20 hours without any crashes but all new chunks are generated as void.

Starting a new world with both enabled also is a void-only world IE no chunks have contents and you fall into the void.
Removing NEID and making a new world works fine.
Removing NEID and loading NEID+JEID world hangs after 2 seconds, sound still running.

Removing Void Chunks via MCEdit and reloading causes no change - minecraft puts void chunks in for newly generated chunks. Similarly, all dimensions are empty that were not previously visited.

I can provide a clean copy of the world (void chunks removed via MCEdit) and a full copy of mods/modlist/configs etc if that would help
