For some reason, creepers don't confetti even at 100% chance. Minecraft 1.12.2 / Forge 14.23.5.2838
I do have mob mods, but none of them alter the vanilla creeper's ID.

This has been fixed in later versions. The fix won't be backported to 1.12.2
