So, I'm trying to wrap my head around this mod, and I'm not sure whether or not there should be an auto-generated folder somewhere in which you're supposed to put your spawning behaviors. ...minecraft/config/JustAnotherSpawner simply lists BiomeBlacklist.cfg, GlobalProperties.cfg, ImportedSpawnlists.cfg, and LoggingProperties.cfg

If this is an intentional thing or an oversight, would it be okay to ask for such a folder to be auto-generated if there are none already?

So, apparently you're supposed to boot a world first... Nevermind on this, then.

If this is not documented on the wiki somewhere, then I feel that it should be.

I also feel that the whole 'mad cow marvin' thing on the wiki tries excessively hard to be interesting, while failing to actually accurately portray the information you're trying to convey. It would be so much easier on everyone if you just said what you're trying to say concisely and exactly, rather then trying to use some unsuitable metaphor to do so.
