Currently when an entity is glowing, through the potion effect or directly editing NBT, this gives off light. The Glowing:1b NBT tag/effect also controls the display of outlines on entities. Currently we must accept the mob will emit light if we want to give it an outline.

Please create a toggle in the Entity tab for Glowing Entities.
