Fluid Card with Counting Filter breaks when destination count is greater than Filter count.

Describe the issue
When using a Fluid Card with a Counting Filter, if the destination for the fluid contains more than the filter, the card stops.
Steps to reproduce

Create a setup with tanks and nodes. I used Mekanism tanks with Water.

Fluid Card in the left-hand node pointing at the source tank.

Fluid Cards in the three right-hand nodes, pointing to the right. They will each contain a Counting Filter set to 100mb.

Place three destination tanks next to the three nodes. Notice the tanks each fill up with 100mb of Water.

Remove the tanks on sides, fill the middle tank with more than 100mb of water, then replace the side tanks. Notice the side tanks now refuse to fill.
It seems if a destination has more count than specified in the filter, the card gets stuck.
Expected behaviour
I would expect the overfilled tank to be skipped.

I do understand this isn't the latest version of this mod, but according to the mod page, this is the latest version for 1.20.4.
