Describe the issue

Count Filter cannot have less than 1B for a fluid card

Steps to reproduce

  1. Insert Counting Filter to Fluid Card.
  2. Add Fluid to filter.
  3. Attempt to lower the amount below 1B.
  4. Fluid is removed from filter.

Adding the fluid back shows the amount as 1B + whatever the amount would have been if it had been allowed to put the limit lower (1999mb if you just right clicked, 1990mb for shift, etc). Because this seems to have saved some information, I checked to see if the filter works at that lower amount to see if it's a visual bug just not displaying the fluid, but it does not allow the fluid in at all.

Expected behaviour

Allow any amount of fluid to be specified as limit
