thats the issue i am in the server rn however it only works in survival even in a normal bukkit server nothing special. i even have op and console acess

Legacy4J does not run on Bukkit, Spigot or PaperMC. Legacy4J is a mod, not a plugin. Wily has also said that he doesn't plan on making a plugin version version of it. You'll have to run a Fabric, Neoforge, or Forge server instead to be able to have the crafting on a server.
