Rapid fire tnt canon does not spit out tnt rapidly like in vanilla

What happened wrong?
Below are the canon's setup
In the vanilla game (Legacy4j mod disabled), tnt launches rapidly as intended
However, with Legacy4j mod enabled, the canon does not behave as expected. Most tnts do not shoot out at all
This issue does not happen in the older version of the mod, not sure which one though
