Inside the Brewing tab of the creative menu, the potions are currently organized by level/duration first, then by type (drinking, splash, or lingering), then effect. It should be organized how it is in the Vanilla creative menu and the Search tab, which is by type first, then effect, then level/duration. I believe this is also how the legacy console editions were, though I may be mistaken.

You're mistaken, if you want the vanilla layout, just enable the Display Vanilla Tabs option.
