Animated Character appears when walking (not talking about the new sprint walking)

What happened wrong?
When walking normally, the animated character appears (sometimes inconsistently)
I heard this might be caused by actions from NPCs and other players on a server registering as actions done by the player, Wily acknowledged it I think
