Hopper is inconsistently taking items from a moving chest minecart

What happened wrong?

When a chest minecart is moving on rails above a series of hoppers, whether or not the hoppers take the item from the chest minecart is inconsistent. Sometimes multiple items are taken, just 1, or none at all. This makes it hard to make something like a supersmelter, as the items/fuel will be inconsistently distributed among the furnaces.
