Damage added by rarity does not always work! It works like crit for any RPG game, which happens due to enchants/reforging the item/RNG. So is it intended???

The xp from mob killing does not change on bows (weapon), they simply doesn't level up as the result of such! Is it intended or a bug?

MC: 1.12.2
Mod version: Levels_2.0.jar
Forge: 1.12.2-forge1.12.2-14.23.5.2847

1.1: example of such are Archaic iron sword, due to its rarity, it suppose to do 24 dmg. However majority of hits does only 6 dmg (like normal iron sword) and only sometimes it does more then that! So i dont get it , is it suppose to work like that or is it suppose to always do 24 dmg?
