Abilities leveling past 3 in b1.1.0

I'm able to level up all of my abilities past 3, even though they don't show the level being increased, or do anything more. They just take an ability token. Even the passive abilities, which I believe aren't supposed to be able to be leveled up can be leveled up past 3
