Expected Behavior

When a hopper is placed over an inventory of a modded block, it inserts when space is empty.

Actual Behavior

The item is taken from the slot with a hopper, and the top hopper does not insert an item.

Reproduction Steps

Setup a instance of neoforge with Applied Energistics 2 and Lithium, and replicate this setup.
Hopper, Charger, Hopper, and powersource behind.
Put stack of Certus Quarts Crystals in the top hopper.

Repeat without lithium
