I would like to request the ability to set the priority of a surface rule. Currently, I can't reliably get certain rules to apply over others, and being able to set the priority of a surface rule (to generate first and then lock others out as the world only sets a surface rule block once, etc) would be very helpful as it would mean I needed to run fewer hacks in my rules.
