The default speed for locomotives is 0.25. When changing it to the maximum number (0.9), the train appears to be going at the same exact speed that it was going when the locomotive speed was set to 0.25. I changed the train car speed as well, like said on the mod's page on forge. The config file of the mod shows that the speeds have been changed, but the actual train movement speed remains the same.
