Is there any way to make locks not generate on chests? I'm playing on multiplayer and I find it quite annoying.

Open locks config (locks-common.toml) and change "Generation Chance" value to "Generation Chance" = 0.0

Try downloading configured, it should make configuration more accessible. Then just go to mod options, select the locks mod, click the button labeled "config" and it should be easy to figure out from there.
