This seems to occur in a SP world? I cannot reproduce the crash and it is highly problematic if a server tick is done before the FMLServerStartingEvent
fired. I do need more info on this to help you.

I got that crash the second I loaded the world. The world works fine now though, strangely.
Still couldn't reproduce the crash yet. But the ticking has been moved to the end phase in 68eb2f9 which is where it is supposed to be in the first place. However looking at the Minecraft/Forge patched code again, there is no way init() was not finished and a server tick already begun. I will push the setup to the FMLServerAboutToStartEvent which is even before the world load. Since we only create an executor, it wont be a big deal.
