Ok, thought the thing was broken, but looked at the code and saw the requirement there for the player to have experience.

So either it should be added to JEI that you need experience for it to work and then maybe use a little to repair items or it should not require the player to have experience at all (especially when there are mods that pickup experience like a PNC memory stick, so you never really have any on the player)
