Describe the bug

The leaves on Palm trees are now falling off randomly.

Steps To Reproduce

Steps to reproduce the behavior:

1. Place palm sapling
2. Bone meal sapling until it grows up.
3. Repeat steps 1 and 2 until you get the palm variant that has leaves on the bottom
4. Increase random tick speed. The leaves on top should disappear while the ones on the ground stay.

Expected behavior

A clear and concise description of what you expected to happen.
The leaves do not disappear.
