All players have no permissions. Including the OP。
The plug-in version：LuckPerms-Sponge-4.3.9.jar
SPONGE Server version：SPONGE1.12.2-2705-7.1.0-BETA-3361
OP gets disabled by Sponge as soon as there’s a permission plugin.
And well, you need to add permissions. By default no one has any permissions.

As I said. OPs are entirely obsolete. And that’s intended and good. Also no way around it.
And the commands to add permissions are explained beginner friendly on the Usage page (the wiki has a navigation on the right (or bottom on mobile) and there is a link called “Usage”). That’s the page you want to get started on.
